The Massachusetts Clean Energy Center (MassCEC) intends to accept an unsolicited and best-value offer from the Boston Green Ribbon Commission, provided below, pending the results of the posting of this notice.

MassCEC seeks to fund an assessment of the technical, regulatory and economic feasibility of using thermal energy from Boston-area waterways to support a transition away from the use of natural gas. The assessment would focus on thermal sources in the Charles and Mystic Rivers, Boston Harbor and Fort Point Channel and provide a robust evidence base for local policymakers, utilities, and potential energy off-takers to consider thermal energy networks (TENs) for phasing the city away from natural gas. This proposal was received from the Boston Green Ribbon Commission, a voluntary network of CEOs representing dozens of companies working together to accelerate implementation of the City’s Climate Action Plan.
