MassCEC seeks qualified vendors to provide technical services under the Green School Works Technical Assistance program for eligible public K-12 schools and districts looking to begin or supplement their decarbonization planning.
These services will reduce the cost of technical assistance for eligible, low-income public K-12 schools and districts with the goal of making decarbonization planning more accessible. Technical assistance services available via the program align with Mass Save offerings and include additional Green School Works Scopes.

Application Process
The statement of qualifications, including all attachments, must be included in a single, electronic PDF file, submitted via email to greenschools@masscec.com. “Green School Works SOQ – [Lead Applicant Name]” must appear in the email subject line.
Applicants interested in providing comprehensive building assessments ("CBAs") may refer to Mass Save's CBA report template as an example of what may be expected from a CBA report.
Technical Assistance vendors already qualified under the Green School Works program are not required to submit a response to the RFQ unless they are seeking qualification for an additional technical assistance scope. If vendors who have already qualified for one or more scope of work under GSW TA services determine they can no longer deliver the applicable scope within their proposed structure or pricing, the vendor should contact MassCEC in writing at greenschools@masscec.com.

1. How does the Green School Works TA RFQ scope compare to Mass Save’s TA scope?
Comprehensive Building Assessments most closely align with Mass Save’s Task 2.2 Scoping Studies; however, Mass Save is continuing to evolve what’s included in the scope of a Comprehensive Building Assessment.
Portfolio Decarbonization Roadmaps align with Mass Save’s Category 5.4 Decarbonization Master Planning Studies.
Focus Studies align with Mass Save’s category 3.1 Technical Assistance Studies.
3. It seems MassCEC used similar wording to Mass Save’s technical assistance studies. Can vendors assume that if we’ve been accepted as a Mass Save vendor for a certain task, we should apply for the corresponding tasks when we apply for MassCEC?
Yes, Mass Save pre-qualified vendors can apply for the corresponding MassCEC tasks in order to complete tasks for Mass Save-eligible schools with MassCEC funding. MassCEC also encourages vendors to apply for other tasks as applicable, as an option for non-Mass Save-eligible schools, even if the vendor is not approved by Mass Save for those tasks. In the application, vendors can indicate whether they’re a pre-qualified Mass Save vendor and, if so, for which tasks.
