The Massachusetts Clean Energy Center (MassCEC) is seeking proposals from qualified firms to provide Owner’s Project Management (OPM) services in support of an upcoming office relocation. MassCEC is seeking an operationally focused Owner’s Project Manager to represent the organization’s interests and coordinate tenant‑side planning, procurement, and execution for a move into a new office space where base building and tenant improvements will be managed by the landlord.
The selected firm will serve as MassCEC’s day‑to‑day project management partner, supporting coordination among landlord representatives, tenant‑retained vendors, and internal staff. The engagement will focus on schedule and budget tracking, vendor coordination, technology and furniture planning, move logistics, and occupancy readiness to ensure a smooth and timely transition into the new space.

Application Process
Proposal Submission
- Proposals in response to this Request for Proposals must be received by MassCEC no later than the date and time specified in this RFP. Proposals received after the deadline will not be considered.
- Proposals must be submitted electronically in PDF or Microsoft Word format via email to the contacts listed in Section X of this RFP. Submittals should be clearly labeled with the RFP title in the subject line.
- Each proposal must be signed by a person duly authorized to bind the Applicant to contractual obligations.
- Proposals shall remain firm and valid for a period of ninety (90) days following the proposal submission deadline.
Proposal Content and Format
Applicants must submit a single proposal that addresses all requirements of this RFP. Proposals should be clear, concise, and organized in a manner that enables efficient evaluation.
At a minimum, proposals should include the following sections:
- Cover Letter
A brief introduction to the Applicant, including confirmation of interest in the project and identification of the primary point of contact. - Firm Qualifications and Relevant Experience
Description of the Applicant’s experience providing Owner’s Project Management or similar professional services, with emphasis on tenant‑side office relocations or comparable projects. - Proposed Approach
Description of the Applicant’s proposed approach to providing the services described in this RFP, including planning, coordination, reporting, and risk management. - Project Team
Identification of the proposed project team, including roles, responsibilities, and relevant experience. - Cost Proposal
Description of the proposed fee structure and associated costs for the services described in this RFP.
