Through this RFP, MassCEC seeks a consultant team to produce a reflective workforce development report focused on the Vineyard Wind 1 project. The report is intended to preserve institutional knowledge, surface lessons learned, and translate those lessons into actionable guidance for future offshore wind workforce development efforts.

Questions & Answers

1. What is the anticipated duration of the program period, and is there a date by which MassCEC expects the final public-facing workforce report to be completed?

Applicants should plan for a program period of approximately six months to one year. At this time, MassCEC has not set a fixed completion date for the final public-facing workforce report. However, respondent should propose a schedule that results in completion within the anticipated six-month to one-year timeframe.

Proposed project schedules should prioritize timely engagement with Vineyard Wind, their subcontractors, and union partners in order to document workforce experiences while key stakeholders’ institutional knowledge remains accessible. Proposals should clearly describe how the work will be structured and sequenced within this period.

Note: This response consolidates and addresses multiple related questions regarding program duration, project schedule, and anticipated timing of final deliverables.

2. Is there a length requirement or expectation for the Project Narrative?

There is no set length requirement for the Project Narrative in your response to this RFP. MassCEC’s general guidance is ‘descriptive, but concise’. Proposals should provide sufficient detail to demonstrate the respondent’s understanding of the scope, proposed approach, and qualifications/capabilities, without unnecessary length.

3. When does MassCEC anticipate this project to begin execution in earnest?

MassCEC anticipates that the project will begin shortly after contract execution. As of now, MassCEC anticipates making award decisions in the month of April and the contract process would follow shortly after.

4. Are there any specific formatting requirements for the budget?

We would expect to see an hourly rate sheet for the individual consultants along with the anticipated number of hours allocated to the project by role. This information may be presented in a format that best supports clarity within the proposal.

5. Would you consider partnership matching if I apply as an individual for one portion of the scope of work that I have expertise in?

MassCEC does not anticipate facilitating formal matchmaking between respondents to this RFP. The intention is to award the project to a single respondent or consultant team that can address the full scope of work described in the RFP.

6. Can MassCEC provide guidance on the expected number of review or editing rounds for the public-facing document?

While MassCEC anticipates that any public-facing document will require input and review from MassCEC staff and potentially other Commonwealth partners, a specific number of review or editing rounds has not been prescribed. Applicants should account for iterative review and coordination as part of their proposed project management approach and should plan, at minimum, to produce one draft and one final report that incorporates MassCEC and partner feedback.

7. If my proposed role focuses on a discrete portion of the scope, is that acceptable?

MassCEC does not anticipate accepting proposals that address only one specific portion of the scope of work. Proposals are expected to address all questions and components outlined in the RFP and result in a cohesive, comprehensive final product.

Applicants who are interested in contributing expertise to a particular aspect of the scope are encouraged to partner with other individuals or a consultant team to submit a complete proposal. MassCEC also encourages such individuals to submit their information for inclusion on the consultant partner list that will be hosted on the RFP webpage, as described above in question 5.

Please note, applicants may only submit one proposal as the lead entity in response to this RFP. However, applicants may participate as a partner or subconsultant on multiple proposals.
