MassCEC is requesting proposals from consultants with significant expertise in conducting surveys and analyzing survey results to perform research and prepare content for the annual Massachusetts Climatetech Industry Report on behalf of MassCEC for the next three years. The Industry Report is an annual assessment of the Commonwealth’s climatetech industry. The Industry Report will detail the growth rate, number of jobs, and number of businesses in the climatetech industry and may be published annually on MassCEC’s website and in print.

RFP: Technical Consultant for Massachusetts Climatetech Industry Reports 2026 – 2028

Question 1: “The RFP references the 2024 Industry Report as a potential model for the 2026, 2027, and 2028 reports. The climatetech companies surveyed in support of the 2024 Industry Report could presumably be surveyed again for the 2026, 2027, and 2028 reports. Will MassCEC provide the winning bidder with the contact list for the climatetech companies surveyed for the 2024 report to help streamline the information collection process for the upcoming reports?”
Answer 1: There is no single list of all the climatetech companies that were surveyed. MassCEC has some MA climatetech business contacts that could be used, along with a list of NAICS codes that could be referenced with either purchasing a third-party business database contact list or working with a third-party survey house. The consultant will either need to already have access to comprehensive list of industry contacts, use a survey house, or purchase an industry-specific business contact list from a reputable business contact database.
Question 2: “Section IX of the RFP related to the budget states that “the Consultant will be paid on a reimbursement basis based on a deliverable schedule and for the time spent conducting analysis for and writing content.” Part of this language suggests a firm fixed price contract with payments linked to deliverable submission, while the verbiage related to time spent suggests compensation on a time and materials basis. Would you please clarify whether MassCEC intends to issue a fixed price or time and materials contract?”
Answer 2: It is MassCEC's preference for this consultant contract to have payments linked to milestones or deliverable submissions. But we do still want to see fully loaded average proposed hourly rates for all team members.
Question 3: “What specific components are included within the "survey plan" that we'll be given access to from 2025's supplemental survey cycle?”
Answer 3: MassCEC will provide the climatetech supplemental survey questions and a list of relevant NAICS codes included in our climatetech definition. As mentioned in Answer 1, MassCEC has some MA climatetech business contacts that could be used, but the selected consultant will need to either have access to a comprehensive list of industry contacts, use a survey house, or purchase an industry-specific business contact list from a reputable business contact database.
Question 4: “Will it be possible to get access to the raw survey export data / findings from the 2025 supplemental survey?”
Answer 4: MassCEC will provide access to the aggregate 2025 report survey findings, but raw survey data may not be available.
Question 5: “We've noticed that USEER's 2025 report doesn't include the same information on clean energy / climate tech as the 2024 report did, including some of the information that was utilized in the development of MassCEC's 2024 report (and as requested to include again in this 2026 reporting cycle). Are there any other data sources that MassCEC recommends we default to to supplement these gaps?”
Answer 5: The Massachusetts Climatetech Industry Report does not only rely on USEER data. MassCEC conducts supplemental surveys of the clean energy and climatetech industry due to the differences in clean energy industry definitions and, in some instances, the need to have a more robust state sample size. The consultant will also need to help compile innovation funding and patent data of the clean energy and climatetech industry in Massachusetts.
Question 6: “So that we can most accurately estimate our costs, would it be possible to get a list of the NAICS codes we'll be purchasing access to for this project?”
