As the Commonwealth continues towards achieving its commitment to Net Zero emissions by 2050, the electric distribution grid must transform to meet increased electricity demand, support the interconnection of new distributed generation, and ensure safety, reliability, and resiliency. To achieve this grid transformation, EDCs, policymakers, regulators, and all stakeholders must collaborate to identify and implement innovative grid solutions that allow all customers to experience a clean and just energy future.
MassCEC seeks to understand the potential for innovative electric utility regulatory models to align EDC incentives with the state’s greenhouse gas reduction mandates and customer needs, including affordability and equity. MassCEC seeks subject matter expertise and facilitation support to continue the Commonwealth’s stakeholder engagement and policy work exploring innovative regulatory models. Emerging regulatory models of interest include, but are not limited to:
- Updated, expanded performance incentive mechanism structures (especially for peak load management and grid utilization)
- Outcomes-based frameworks;
- Expanded shared savings mechanisms;
- Cap-ex/op-ex equalization; and
- The long-term potential applicability of the distribution system operation (“DSO”) model in Massachusetts.
This work will involve significant engagement with a diverse group of stakeholders. The estimated timeline for this work is expected to be the duration of calendar year 2027.
