Program Background

Beginning in January 2010, the Commonwealth Solar II program provided rebates to Massachusetts homeowners and businesses to install small-scale solar electric systems. Commonwealth Solar II was a follow-on program to Commonwealth Solar I which provided rebates for solar systems from 2008 to 2010. Commonwealth Solar II was designed to provide additional incentives to small-scale solar PV systems in Massachusetts that qualified for SREC I and SREC II, the state’s primary solar incentive programs at the time. The Commonwealth Solar II rebate program offered funding in quarterly blocks from January 2010 through January 2015. Overall, 12,689 solar electric systems were installed as part of the Commonwealth Solar II program, resulting in over 80 MW of installed capacity, and $397.7 million of total investment.

Solar electric systems that received a Commonwealth Solar II rebate are required to meet MassCEC’s Minimum Technical Requirements. Additionally, equipment that was installed as part of the Commonwealth Solar II rebate program cannot be removed for 10 years after rebate payment.
