Request for Proposals: E-Bike Rebate Program Administration and Evaluation

The Massachusetts Clean Energy Center seeks consultants and professionals with Massachusetts-specific clean transportation experience to administer and evaluate a statewide electric assist bicycle ("e-bike") incentive program. The selected consultant will track and deliver incentive vouchers, maintain records, and provide program analysis to MassCEC.

About the Program

Starting in Summer 2024, this program will provide targeted incentives for residents across Massachusetts to purchase an e-bike. E-bikes can provide a reliable form of clean transportation that can reduce greenhouse gas emissions, decrease vehicle miles travelled, and support individuals lacking transportation access. E-bike adoption across the Commonwealth has been limited because e-bike costs are often inhibitive for low-to-moderate income (LMI) households. This program aims to support e-bike adoption among LMI households while supporting the Commonwealth’s environmental goals.

This program will provide incentives that decrease e-bike costs for residents of Massachusetts. The program will be split into two tiers of incentives to provide support to 1) low-income residents and 2) low-to-moderate income residents.

FAQ

1. Are faith-based organizations considered community-based organizations under this Program?

Yes, faith-based organizations are considered CBOs.  

2. Will there be future rounds of funding?

 At the moment, no follow-on funding is currently allocated for this program.  

3. Will there be additional incentives for e-cargo bikes and adaptive e-bikes?

Both e-cargo bike and adaptive e-bikes are eligible to receive funding however there is not additional incentives for those styles of bikes.
