The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. 

MassDEP seeks applicants for the position of Regional Planner V/Commercial Waste Reduction Unit Branch Chief within the Bureau of Air and Waste (BAW).     In this position, the Commercial Waste Reduction Branch Chief reports to the Deputy Division Director of Solid Waste. The Branch Chief manages the implementation of the commercial waste reduction activities/programs outlined in the Massachusetts Solid Waste Master Plan (e.g., commercial food waste reduction, RecyclingWorks in Massachusetts, recycling market development), oversees regulations and policies pertaining to solid waste, waste prevention and environmental protection (Bottle Deposit Law, Waste Bans, Solid waste regulations, etc.), and coordinates with other bureaus, agencies and stakeholders in the implementation of solid waste initiatives.  The Branch Chief will be responsible for supervising a professional staff of 5 or more, providing direction, establishing teams, and leading initiatives. The Branch Chief is responsible for participating in the Department’s strategic planning activities and in administering recycling grant and technical assistance programs. This position will be located at One Winter Street, Boston, MA.  

Job Duties/Responsibilities: 
  1. Oversee the Solid Waste Master Plan development, monitoring and implementation;
  2. Coordinate stakeholder input through the facilitation of quarterly meetings of the Solid Waste Advisory Committee and various sub-committee groups;
  3. Coordinate ongoing development of solid waste regulations and policies and produce regular updates and progress reports;
  4. Manage all efforts to improve commercial waste reduction and recycling, including strategic planning and management of the RecyclingWorks in Massachusetts Program, supervising the implementation of MassDEP's efforts on statewide waste ban outreach, inspections, compliance, and enforcement, and overseeing analysis of data received through Third Party Inspectors and Class II Recycling Program WBCP;
  5. Oversee implementation of the Organics Action Plan and commercial waste disposal ban; coordinate stakeholders input, develop action plan, implement regulation, policy and program activities in action plan, and conduct outreach and technical assistance to regulated community on the disposal ban;
  6. Coordinate efforts to expand recycling markets and economic investment in the Massachusetts recycling infrastructure.    
  • Demonstrated experience in strategic planning, program development and program coordination.

  • Demonstrated experience managing professional staff working on a diverse set of programs.

  • Knowledge and experience working on environmental issues, with preference for work in the area of waste reduction, recycling, solid waste and environmental compliance and enforcement.

  • Demonstrated experience with administering, contracts, state grants and assistance programs

  • Demonstrated ability to plan, develop and manage environmental or public health programs.

  • Demonstrated experience in analyzing and assessing information, interpreting findings and strategically setting goals and objectives.

  • Demonstrated experience working/partnering with the public, private industry, non-profits, community groups and government entities.

  • Demonstrated ability to write concisely, to express thoughts clearly, to develop ideas in logical sequence, and work independently

  • Demonstrated ability in public speaking and negotiation.

  • Excellent oral and written communication skills

  • Demonstrated ability to supervise and lead teams and motivate team members

  • Proficiency in MS Access, Word, MS Excel, Outlook and other software is necessary to the position.

MINIMUM ENTRANCE REQUIREMENTS:  Applicants must have at least (A) six years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below. 


I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.* 

II. A Graduate degree with a major in urban or regional planning;, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for three years of the required (A) experience and one year of the required (B) experience. 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed. 

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience.  Substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitution will be permitted for the required (C) experience.  

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
