The Massachusetts Clean Energy Center’s (MassCEC) Human Resources Manager will report to and work with the Chief Financial Officer to develop and implement human resources objectives and practices that will provide for an employee-oriented culture that emphasizes productivity, goal attainment, and on-going development of a workforce that is aligned with the goals of the MassCEC.

Job Duties/Responsibilities: 

Recruitment and Onboarding

  • Oversees recruitment efforts for all personnel
  • Works with hiring managers to create or revise job descriptions, as needed
  • Writes and places job advertisements
  • Conducts telephone screening interviews, and assists manager with decision-making
  • Manages offer letter, reference and background check processes
  • Manages onboarding initiatives including preparation of new hire paperwork and management of first day logistics
  • Manages contracts with outside suppliers to provide employee services, such as temporary employees and search firms

 

Retention

  • Develops, revises, and recommends personnel policies and procedures
  • Manages employee relations counseling, as needed
  • Manages performance review program to ensure effectiveness, compliance, and equity within organization
  • Advises management in appropriate resolution of employee relations issues
  • Oversees management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment
  • Manages contracts with outside suppliers to provide employee services, such as employee training

 

Compensation

  • Develops and implements the organization’s compensation program
  • Conducts annual salary surveys and manages a tri-annual compensation study conducted by an external vendor
  • Prepares information for Board of Directors Compensation Committee meetings
  • Administers salary administration program to ensure compliance and equity within organization

 

Compliance and Administration

  • Develops, revises, and recommends personnel policies and procedures in compliance with legal requirements and government reporting regulations
  • Maintains and revises the employee handbook
  • Assists the Chief Financial Officer with achieving strategic agency goals
  • Manages benefits programs administration such as life, health, dental insurance, retirement plans, vacation, sick leave, leave of absence, and employee assistance
  • Maintains records of benefits plans participation such as insurance and retirement benefits plans, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting
  • Leads the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization
  • Prepares employee separation notices
  • Develops and maintains a human resources system that meets management’s information needs
  • Maintains department records and reports
  • Consults legal counsel to ensure that policies comply with federal and state law
  • Advises department managers of policies regarding equal employment opportunities, compensation, and employee benefits
  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance
Qualifications: 
  • Bachelor’s Degree and a minimum five years’ experience in a similar position required;
  • Demonstrated ability to manage, evaluate and motivate staff;
  • Demonstrated ability to work independently and manage multiple priorities effectively;
  • Excellent interpersonal and coaching skills;
  • Ability to define and document human resource management problems and develop solutions;
  • Excellent recruitment skills; and
  • Knowledge of the principles and practices of human resources management.
