Request for Proposals: Vehicles-for-Hire Program Consultant

Through this Request for Proposals (RFP), the Massachusetts Clean Energy Center (MassCEC), is seeking qualified consultants with experience in clean transportation to provide program administration and evaluation for a statewide vehicle-for-hire (VFH) pilot incentive program. The selected consultant will track and deliver the incentives, maintain metrics and records, and provide program analysis to MassCEC and other participating stakeholders.

About the Program

Starting in early 2024, this program will provide targeted incentives to VFH drivers who purchase or rent electric vehicles. VFH drivers, including both transportation network company (TNC) drivers and taxi drivers, are a priority for electrification. These drivers are likely to be low- or- moderate-income (LMI), have two or more jobs including app driving, and drive more miles than the average driver. Thus, encouraging electrification among VFH drivers is likely to address two of the Commonwealth’s vehicle electrification priority groups at the same time: high-mileage drivers and LMI drivers.

This program will provide incentives that decrease electric vehicle costs for VFH drivers. The program is broken into two sub-programs that will provide support for drivers who 1) own their vehicles, or 2) rent their vehicles. The “VFH-Own” program is designed to build on the existing MOR-EV program. Together, those programs will offer up to $10,000 in incentives to eligible drivers who purchase or lease an eligible vehicle. The “VFH-Rent” program is designed to temporarily support drivers who wish to test an electric vehicle without a long-term commitment.
