Mini-Bid Request for Proposals: Independent REC and SREC Verifier

The Massachusetts Clean Energy Technology Center (“MassCEC”) is seeking Independent Verifier services for photovoltaic systems reporting to NEPOOL GIS.

Applicants must be listed as a Massachusetts RPS Qualified Independent Verifier according to information available on the RPS Class I Statement of Qualification Application page of the Massachusetts Executive Office of Energy and Environmental Affairs website.


MassCEC is the MA Class I Renewable Energy Certificate (“REC”) owner for approximately one hundred twenty (120) solar photovoltaic (“PV”) systems in Massachusetts.  MassCEC assumed ownership of these RECs through grant agreements under the Green Affordable Housing Initiative (“GAHI”) program, which were executed during the 2006-2007 timeframe. Additionally, MassCEC owns the Class II Solar Renewable Energy Certificates (“SRECs”) associated with the solar PV on the MassCEC Wind Technology Testing Center (“WTTC”).  These systems report energy production into the Production Tracking System (“PTS”) maintained by MassCEC.  For the RECs and SRECs associated with these systems to be created, MassCEC requires an Independent Verifier to verify the production data for each system and submit the data (combined through two accounts, one as the single Aggregated Generator for MassCEC GAHI PV RECs and the second as the MassCEC WTTC PV Generator) to the New England Power Pool (“NEPOOL”) Generation Information System (GIS) accurately and with a high degree of confidence.

We expect to contract for these services for a period of three (3) years, beginning with the Q1-2021 reporting period window in July 2021.
