2020 Solarize Mass Plus and HeatSmart Mass Installers Request for Proposals

The Massachusetts Clean Energy Center (MassCEC) and the Department of Energy Resources (DOER) are seeking proposals from installers who are interested in participating in the 2020 Solarize Mass Plus and HeatSmart Mass programs (the Programs) with expertise in some or all of the following residential clean energy technologies:

Each Installer must submit their own RFP application and will be considered a distinct Applicant. However, installers are welcome to share information about any pre-existing business relationships, discussions with other Installers about partnering strategies, and any general thoughts or recommendations on partnering with another installer(s), including methods for collaboration and lead sharing, in Attachment A of the RFP below.

All proposals are due by Friday, June 5, 2020, 11:59 PM

Solarize Mass Plus and HeatSmart Mass are community-based outreach and education programs that will encourage residential clean energy technologies. The programs aim to help drive down the installation cost and increase deployment of residential and small-scale solar PV and commercial clean heating and cooling installations through a group purchasing model.

By participating in the Programs, an Installer can benefit from:

  • Community and volunteer outreach and marketing efforts to promote the technology and the Installer’s company;
  • A high volume of projects geographically concentrated with the flexibility to coordinate installations for maximum efficiency;
  • Access to direct conversations with local permitting and inspecting agencies in order to better understand their expectations;
  • Assistance from MassCEC and its technical consultant in understanding any incentive changes, such as Mass Save’s integrated control requirements for air-source heat pumps;
  • Potential for long-term leads and projects generated after the campaign has concluded.

COVID-19 Impacts: MassCEC understands that this is a challenging an uncertain time for clean energy installers. The HeatSmart and Solarize Plus campaigns are also adapting as we go and look forward to being flexible partners with the selected installers. The Installer Request for Proposals (RFP) reflects some added flexibility due to the COVID-19 pandemic.
