Division of Municipal Services (Program Manager Specialist VII)
The Massachusetts Department of Environmental Protection (MassDEP) is hiring the Deputy Division Director for its Division of Municipal Services within the Bureau of Water Resources. The Deputy Division Director will work with MassDEP’s water program managers to identify priority areas for investment of Clean Water State Revolving Fund and Drinking Water State Revolving Fund (SRF) financing. The Deputy Director will develop and oversee the annual solicitation of SRF-financed projects and grant-funded projects (including Non-Point Source 319 grants), integrating the program priorities within the solicitation criteria.
The Deputy Division Director ensures that the selected projects are managed according to MassDEP's rules, regulations and policies for project oversight. The Deputy Director will also develop/revise SRF-related and grant-related Standard Operating Procedures (SOPs) that will expedite or otherwise streamline the project management process. Deputy Director will track the progress of SRF and other projects; and will guide and direct environmental planning reviews. The Deputy Director is be responsible for periodic required reporting to USEPA. The Deputy Director will seek out training opportunities for staff that expand the Division’s engineering and project management skill sets.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five years of full-time, or equivalent part-time, supervisory or managerial experience in the particular specialty (i.e. scientific, professional, or technical) and (B) of which at least one year must have been in a managerial capacity. The above entrance requirements are to be used only for positions for which educational and/or experience requirements have not been established by the General Laws. Entrance requirements established for particular positions by law must be used.
SPECIAL REQUIREMENTS: Applicants must possess current licensure and/or registration requirements established for the performance of the duties of the position.
The salary range is $44,590.00 to $120,932.40 yearly, based upon experience.
