DOE has just issued three Funding Opportunity Announcements (FOAs) regarding solar technologies funded under the American Recovery and Reinvestment Act. Note that one announcement is restricted to DOE National Laboratory or DOE National Laboratory-led Consortium applicants.
Solar Market Transformation
This goals of this FOA are to address impediments within the market to adopting solar technologies and to establish a national training effort for solar installation. This FOA includes two topics: Solar America Cities special projects and Solar Workforce Development. Solar America Cities special projects is restricted to previous DOE Solar America Cities (including Boston) and is for discrete projects involving scale-up of innovative solar projects that target barriers to reaching solar energy goals that are shared by other local governments, can be replicated in other Solar Cities, and complement the activities under the current Solar America Cities award. Cities can propose new projects or new partners (including non-Solar America Cities) beyond the scope of their original proposals, but only one city can serve as lead. The lack of qualified personnel for installation of solar equipment is also identified as a barrier. Funding for solar workforce development will be provided to successful applicants from Regional Resource & Training Providers and for the creation and management of the National Consortium for Solar Installer Instructor Training. DOE anticipates making 5-20 awards up to $100,000 to $2 million for the Solar America Cities Special Projects, 6-10 awards for up to $2 million to $3.5 million for regional training, and 1 award of up to $2.5 million to $6 million for the National Consortium.
High Penetration Solar Deployment
The goals of this FOA are to develop modeling tools needed for widespread deployment of solar PV on a distribution system, implement field testing of high penetration levels of PV on the distribution grid, develop monitoring, control and integration systems needed for widespread deployment of modular PV systems, and demonstrate integration of solar PV into Smart Grid systems. All project teams must include a utility partner. All projects must be developed in phases of no more than 12 months; Recovery Act funding will be applied only to the first phase. DOE anticipates making 4 awards of up to $500K for modeling tools, 5 awards of up to $600K for field testing, 1 award of $7.5 million for developing systems for high penetration deployment of modular PV systems, and 1 award of $5 million for demonstrating integration of solar PV into Smart Grid.
National Laboratory Call for Foundational Photovoltaics and Concentrating Solar Power Research and Development
The goals of this FOA are to provide support for new research and development projects for Next Generation PV Technologies, PV Supply Chain and Crosscutting Technologies, and Advanced Heat Transfer Fluids and Novel Thermal Storage for Concentrating Solar Power. In addition, this FOA aims to enhance capabilities for testing and evaluating advanced Concentrating Solar Power concepts and advanced Photovoltaics manufacturing capability. Only DOE National Laboratories or DOE National Laboratory-led consortia can be applicants. Consortia can include institutions of higher education, non-profits, companies, or state or local governments. About $17 million for 10-15 awards will be available.

3. Applicants must register with the CCR. CCR website: http://www.ccr.gov/. The Central Contractor Registration (CCR) collects, validates, stores, and disseminates business information about the Federal Government's trading partners in support of the contract award, grants, and the electronic payment processes.
