Massachusetts Energy Efficiency Finance Program

opportunity to take advantage of MassCEC funded credit enhancements for the support and development of a new and innovative Energy Efficiency Finance Program (“EEF Program”). The Commonwealth’s existing energy efficiency financing programs1 do not currently target customers seeking to complete energy efficiency upgrades within a short period of time (e.g., in the case of equipment failures). The EEF Program will supplement the current financing offerings by providing reactive customers quick access to low-cost capital for financing time-sensitive energy efficiency improvements. MassCEC’s investment in the EEF Program will support credit enhancement mechanisms that will increase underwriting flexibility and expand access to private capital. To this end, MassCEC seeks proposals for the design of a financing mechanism and management fo a network of contractors that will carry out the energy efficiency upgrades.
