Grants are available to address public needs with regard to the evaluation of or planning for organics-to-energy projects within an applicant’s jurisdiction.
Grants are currently available only to the following Massachusetts public entities:
- Municipalities that are customers of the investor-owned electric distribution companies (National Grid, NSTAR, Western Massachusetts Electric or Unitil; see map) OR have electric departments that have joined MassCEC's Renewable Energy Trust (see MLP Communities )
- Legislatively authorized regional governmental entities, which may include regional planning authorities, regional solid waste districts, or regional recycling cooperatives
- State agencies and authorities
Eligible activities generally include, but are not limited to:
- Technical assistance with the development of Requests for Qualifications/Requests for Proposals, the evaluation of RFQ/RFP responses, owner’s agent activities – through the use of hired consultants;
- Technical assistance with the evaluation of proposals by others wishing to locate an organics-to-energy facility within a public entity’s jurisdiction;
- Public engagement processes to identify organics processing options that are compatible with community needs and objectives;
- Pre-feasibility studies for particular sites, generator clusters, or technical approaches to handling identified organic waste streams;

Potential applicants are encouraged to discuss their needs with MassCEC staff prior to submitting an application.
